The purpose of Emergency Support Function-15 (ESF-15) is to coordinate the efficient and effective utilization of affiliated and unaffiliated volunteers and donated resources to meet the needs of the impacted area(s) of Escambia County following a disaster or other incident of significance. Responsibility for specific functions within ESF-15 will be delineated between the University of South Florida Community Emergency Response Team (CERT) and the Recovery Tampa Bay Initiative (RTBI), which serves as the liaisons under the Community Organizations Active in Disaster (COAD) for Hillsborough County in support of volunteer and donation management.
