The purpose of Emergency Support Function-15 (ESF-15) is to coordinate the efficient and effective utilization of affiliated and unaffiliated volunteers and donated resources to meet the needs of the impacted area(s) of Pinellas County following a disaster or other incident of significance. Responsibility for specific functions within ESF-15 will be delineated between county Emergency Management, local Community Emergency Response Teams (CERT), the Recovery Tampa Bay Initiative (RTBI), and other County organizations which serve as the liaisons under the Community Organizations Active in Disaster (COAD) for Pinellas County in support of volunteer and donation management.
